Bequest and gift; Caroline and Erwin Swann; 1974; (DLC/PP-1974:232.881) Although the specific subject of the cartoon is unclear, it appears to deal with construction companies, development of mass transit and franchises. In 1906 and 1907 Johnson served as a prosecuting attorney in boodling cases involving San Francisco city officials and public utility companies. Noted for his commitment to reform, Johnson encouraged the passage during his term as Governor (1911-1917), of numerous acts and laws aimed at protecting the public good.
