FCC Chairman James Fly today told reporters that a report would be submitted to the Senate Interstate Commerce Committee next week on the proposed merger of the Western Union and Postal Telegraph Companies. He said that data is being gathered by the Labor and Justice Departments to be included in the report. He added that there was some talk of effecting the merger through a consent decree in the anti-trust action filed by the Justice Department.
