Caption from caption list: The newly elected Congressman from Missouri Jacob S. [i.e., L.] Milligan. He is the second service man elected to Congress. Mr Milligan has the record of being a sure enough fighting man. Formerly a Captain of Infantry in the thirty-seventh Missouri division, wears a wound stripe and refused promotion so that he could stick with his men. Date from caption list. Gift; Herbert A.
