Bequest and gift; Caroline and Erwin Swann; 1974; (DLC/PP-1974:232.897) With Mexico in the midst of revolutionary chaos, members of the Pan American alliance (including the U.S., Brazil, Argentina, Uruguay, Chile, Bolivia, and Guatemala) made an urgent appeal to the factions in Mexico to resolve their problems and compose a stable government. The alliance met in New York City on August 11 and 12, 1915 to write the appeal. The letter was carefully worded so that the Mexicans would not feel that the alliance was interfering, but simply trying to promote peace and good will. The cartoon appeared the day the alliance received a positive response from Pancho.
